1 big thing: Taliban speed stuns Biden administration

The Taliban has stunned even seasoned military and national security officials in the U.S. government with the speed of its conquests over the past week.

  • President Biden isn't budging: He's resolved to get out by Aug. 31, no matter what, people briefed on his thinking tell Axios' Jonathan Swan, Zachary Basu and Glen Johnson.

Biden may not see much of a pause between his total withdrawal from Afghanistan and the country's total collapse into a bloody civil war.

  • "I do not regret my decision," Biden told reporters yesterday.
  • Biden explained: "Look, we spent over a trillion dollars over 20 years. We trained and equipped with modern equipment over 300,000 Afghan forces. ... They’ve got to fight for themselves."

The Taliban has toppled nine of Afghanistan's 34 provincial capitals in less than a week, and now controls an estimated 65%+ of the country. (See a map.)

  • The Taliban is striking with impressive speed and coordination, a senior Biden official grudgingly acknowledged. Afghans and international security are scrambling to manage the mayhem.

White House officials have privately reassured themselves by noting that polls show an overwhelming majority of Americans support withdrawing troops from Afghanistan.

2. Part 2: What Biden is thinking with Taliban on a tear

Senior U.S. officials privately express little confidence in the Afghan security forces, Axios can report.

  • These officials say military incompetence, disorganization and poor communications skills render them unable to adequately coordinate U.S. air support to protect territory from the Taliban.

A former senior U.S. intelligence officer with extensive experience in the region, who remains in touch with his former colleagues, tells Axios they're despondent — and have accepted that Biden is "dug in" and that resistance is "futile."

  • Pentagon spokesman John Kirby, at a press conference on Monday, said of the Afghan security forces: "[I]t's their country to defend now; this is their struggle."

Sen. Ben Cardin (D-Md.), who serves on the Senate Foreign Relations Committee, told Axios he discussed the situation in Afghanistan on Monday with Secretary of State Tony Blinken, and there's "no chance" Biden changes his troop withdrawal strategy.

  • The committee's chairman, Sen. Bob Menendez (D-N.J.), told Axios he respects Biden but disagrees vehemently with the plan. "He doesn't want to have an endless war; I get that," Menendez said. "But I always thought that a contingency would have stemmed the tide. ... The president has to consider whether what's happening is what he envisioned."
  • Still, many Democrats support the withdrawal. Sen. Chris Murphy (D-Conn.) told Axios: "We need to be able as a nation to pivot to other contests that matter more than Afghanistan. ... This is proof positive that Afghanistan is beyond saving."

The intrigue: A Biden State Department spokesperson told Axios that Zalmay Khalilzad, the U.S. envoy, is in Doha, where the Taliban has its political office, to "press the Taliban to stop their military offensive and to negotiate a political settlement."

  • "If the Taliban continue down this path," the spokesperson added, "they will be an international pariah."

Asked about that, the Taliban spokesman Zabihullah Mujahid told Axios: "We have never yielded to any foreign pressure tactics before and we do not plan to capitulate any time soon either."

3. Profits soar despite cost squeeze

America's biggest companies are hitting record profit margins despite rising costs for supplies and labor, Axios Markets editor Sam Ro writes.

  • Why it matters: Raw materials inflation and wage hikes have had almost no noticeable effect on corporate earnings. But analysts warn it may just be a matter of time before those costs catch up with margins.

S&P 500 companies are reporting an average net profit margin of 13% in Q2, according to FactSet data through Friday.

  • That's the highest profit margin since FactSet began tracking the metric in 2008.

Between the lines: Small businesses have had a harder time absorbing and passing along increased costs.

4. Crypto gets captured

Cryptocurrency is beloved by people who want to transact outside the reach of government. But it's gotten mainstream enough that politicians and regulators want control, Axios' Felix Salmon reports.

  • Why it matters: A more regulated system would help solve problems like the difficulty of buying a home using the proceeds of crypto sales. But regulation would defeat much of the original dream of cryptocurrency — a store of value untouched by government.

What's happening: As crypto assets grew to be worth well over $1 trillion, investors and financiers increasingly wanted to get involved.

  • They've been aggressively pushing for regulatory clarity, and often see their expensive compliance departments as a comparative advantage, differentiating them from the early true believers.

What's next: SEC chair Gary Gensler — who taught a course on cryptocurrencies at MIT — gave an important speech last week laying out a maximalist vision for how his agency can regulate crypto.

The bottom line: Cryptocurrency's future may be as an integral part of the existing financial system, regulated just as much as any other financial product.

Desperate to head off impeachment, advisers to Gov. Andrew Cuomo considered person-on-the-street TV ads featuring New Yorkers who thought he was doing a great job, the N.Y. Times reports (subscription).

  • The ads never ran and Cuomo resigned yesterday, effective in 14 days.

Cuomo confidants told The Times that until the end, he seemed to "evince a certain daredevil's thrill in sizing up the long political odds — and fancying himself the rare breed capable of surmounting them."

  • "When the only friend you have is the one looking you back in the mirror," a recent adviser said, "you're screwed."

  • Markets: The story of stocks yesterday: banks and industrials , tech . In the crypto world, Coinbase said that ethereum trading volumes topped bitcoin’s last quarter.
  • Government: NY Governor Andrew Cuomo is resigning over allegations he sexually harassed at least 11 women. His successor, Lt. Gov. Kathy Hochul, will become the first ever female governor of the state when she assumes the role 13 days from now.

So the Senate did a thing yesterday, passing a landmark $1 trillion infrastructure bill that will fund everything from roads and bridges to broadband networks and EV charging stations. 

We say $1 trillion, but new spending accounts for $550 billion of the package, while the rest is previously approved funding. The legislation will move to the House next, where it could face some challenges.

Why it matters: Infrastructure is the rhythm section to the economy’s sax solo. Without smooth highways, good luck getting an Amazon package in two days. And, as we all learned over the last 18 months, a modern workforce can’t function without access to high-speed, reliable broadband.

This bill, which had support from all 50 Democratic senators and 19 Republicans, represents the biggest investment in US infrastructure in decades. 

3 things to know about US infrastructure spending

It peaked with the New Deal: During the Great Depression in 1933, the federal government spent 2.96% of US GDP on infrastructure, and we haven’t hit that mark since. To reach those heights, according to Brookings, the US would need to spend $4 trillion over a decade, or roughly what it spends annually on national defense. This infrastructure bill won’t do that. 

Most infrastructure investments are not made by the federal government. State and local governments accounted for nearly 78% of all US public infrastructure spending in 2017. The idea is that local governments are more responsive to local needs; however, they’re often strapped for funds.

We lag behind other wealthy countries: The US spent 0.55% of its GDP investing in inland infrastructure in 2019, putting it behind peers like the UK (0.91%) and Japan (0.94%), and way behind China (5.56%), per the Council on Foreign Relations. 

Bottom line: With this infrastructure package, the Biden administration is trying to reassert the federal government’s role in public works spending. And while it’s not a New Deal, it is a big deal.

Benny Drama, aka Benito Skinner, aka the internet comedian with 1.4 million Instagram followers, released a video Monday in partnership with the White House to encourage “shots in the arms of every single American.” 

The video (and the only Benny Drama clip that’s appropriate to share in this newsletter) is one of many instances of US health leaders utilizing social media influencers to fight Covid-19 vaccine misinformation and encourage young people to get vaccinated.

Big picture: 71% of Americans over the age of 18 are at least partially vaccinated. But only about 42% of teens aged 12–17 have received at least one shot, the lowest vaccination rate of any eligible group in the country. 

  • While Olivia Rodrigo grabbed headlines for her vaccine hype at the White House, most of the influencer work has been local. City and state health authorities are tapping micro-influencers to convince young people to vax up on their own turf.

Bottom line: Officials are ramping up influencer campaigns as another school year starts and more young people are getting sick from the Delta variant.

Lionel Messi, considered by many the best soccer player in the world, flew to France yesterday and confirmed his stunning move from Barcelona to Paris Saint-Germain (PSG).

The backstory: PSG is a relative youngster on the international soccer scene, founded in 1970 by the merger of two other French clubs.

Everything changed in 2011, when Qatar Sports Investments, an arm of Qatar’s sovereign wealth fund, took over ownership. The Qatari government poured its oil money into PSG to increase the country’s global profile, turning the club into one of the richest soccer franchises in the world.  

  • Even before signing Messi, PSG spent more than $1 billion attracting the top names in soccer, and they made Brazil’s Neymar the most expensive player in the sport in 2017.

“Gulf riches have so altered modern soccer’s economics that even some of the world’s biggest, richest, and best-supported clubs are now no match for state-sponsored teams in the arms race to acquire the most elite players,” writes the NYT.

Looking ahead...Qatar will remain in the spotlight when it hosts the 2022 World Cup, but not without loads of controversy over alleged workers’ rights abuses.

WeWork is closing the loop on capitalism by building a string of coworking spaces within current Saks Fifth Avenue stores—so you can earn a paycheck and immediately spend it on Louboutins.

The first five locations of the venture, known as SaksWorks, will open in the New York tristate area next month, including at the Saks flagship on Fifth Avenue.

Big picture: Unlike its name, SaksWorks actually makes a lot of sense.

  • Brick-and-mortar retail, already pummeled before Covid, needs a life raft after drowning in pandemic closures. 
  • And while many office workers plan to log in remotely even after their workplaces reopen, they may want a day or two uninterrupted by puppies, kids, and the siren call that is Netflix.

Converting stores into offices is such a sensical move, in fact, that SaksWorks isn’t even the first to try it this year.

Bottom line: Turning stores into offices is the latest development in an ongoing quest to repurpose empty retail space, and it’s way less bizarre than when Spirit Halloween takes over an abandoned Babies R Us.
