Sixteenth Amendment: Anything but American The ratification of Sixteenth Amendment in 1913, which allowed the federal government to collect taxes on incomes, was never intended to be permanent. It was designed to help fund America’s involvement in World War I only, and initially took the form of a bill. The reason it became an amendment to the Constitution was because conservatives – opposing the idea of an arbitrary tax on incomes – thought that if they insisted on an amendment, rather than a bill, the tax would never materialize due to the tedious ratification process.
