The East River development is sure to become a litmus test of Mayor de Blasio's affordable housing promises. Proposed to average 50 stories, the towers would be the tallest in Manhattan above 96th street. If built, they will accelerate the rapid gentrification of East Harlem and overwhelm a neighborhood of single-family brownstones and narrow streets, local residents say. The towers would bring more than 3,000 upscale newcomers to live on top of a COSTCO and Target superstores - a plan the community was never told about when the original mall was built.
