Justin Mark Fay, 33, of Portland, Oregon, pictured on 3-30-3016, called 911 dispatchers 7 times in 10 minutes to complain about the mayor and the city�s homeless situation. He's charged with one count of improper use of an emergency reporting system, 2nd-degree criminal mischief and unlawful possession of a short-barreled rifle. Justin Fay, the 33-year-old owner of Base Camp Brewing Company, called 911 seven times in 10 minutes.
